Beginning January 1, 2020, a new enforcement tool will ensure that vehicles that are subject to the California Air Resources Board’s (CARB) Truck and Bus Regulation must meet the health-based requirements of that rule prior to obtaining vehicle registration through the DMV.
Any registration due after December 31, 2019 is affected. Beginning January 1, 2020, the Department of Motor Vehicles (DMV) CANNOT register any vehicle that does not meet the requirements of the Truck and Bus Regulation.
Heavier Vehicles
Diesel trucks are required by CARB to be the model year 2011 or newer or must be repowered with a 2010 or newer engine.
The following compliance schedule applies to model year vehicles with a GVWR of more than 26,001 pounds:
- 2000 and older – Jan. 1, 2020
- 2001-2005 – Jan. 1, 2021
- 2006-2007 – Jan. 1, 2022
- 2008-2010 – Jan. 1, 2023
Diesel trucks that are non-compliant will find registration blocked by CARB and the DMV.
Vehicles that are exempt from all heavy-duty diesel regulations or that have met all of the requirements of the regulation will be able to register with the DMV.
The CARB Bus and Truck Regulations also apply to lighter vehicles with a GVWR between 14,001 and 26,000 pounds.
Compliance schedules for those are as follows:
- 2004 and older – Jan. 1, 2020
- 2005-2007 – Jan. 1, 2021
- 2008-2010 – Jan. 1, 2023
The affected vehicles may obtain DMV registration if they are using “an allowable compliance option” or “flexibility option” which must be reported in the Truck Regulation Upload Compliance and Reporting System (TRUCRS).
