The California Air Resources Board (CARB) has released important guidance documents regarding the Clean Truck Check program. This initiative, officially known as the Heavy-Duty Inspection and Maintenance (HD I/M) Program, was approved by CARB in December 2021. Its primary aim is to ensure that heavy-duty vehicle emissions control systems operate effectively throughout the lifespan of the vehicle. This program applies to non-gasoline vehicles, including diesel, alternative fuel, and hybrid trucks, buses, and other heavy-duty vehicles with a gross vehicle weight rating (GVWR) exceeding 14,000 pounds that operate within California.

The key components of the Clean Truck Check program include:

1. Emissions Testing: Heavy-duty vehicles within the specified categories are required to undergo emissions testing.

2. Database Registration: Vehicle owners must register their information in a database to facilitate compliance tracking.

3. Per Vehicle Compliance Fees: Applicable fees per vehicle are part of the compliance process.

4. Periodic Testing: Routine emissions testing is necessary for compliance.

This program applies to most vehicles operating within California, regardless of their registration state. However, there are some exceptions. The following types of vehicles are not subject to the Clean Truck Check program:

– Zero-emission trucks
– Military tactical vehicles
– Authorized emergency vehicles
– Motorhomes registered outside of California
– Vehicles operating under an experimental permit
– Historical vehicles
– Gasoline vehicles
